Himachal Pradesh Forest Department through the a ‘Project Implementation Unit’ (PIU) at Una is executing ‘Swan River Integrated Watershed Management Project’ in the selected Panchayat / wards of Una District in Himachal Pradesh for a period of 8 years starting from April 2006.  

The project is being funded through the JBIC, ODA loan. The estimated project cost is about INR 1230 million. The project aims to slow down the processes of soil and water degradation through integrated watershed management, enhance agricultural and forestry production and improve livelihood options. The loan assistance provides for retaining the consulting firm during the project period (whole or part thereof). The services required and the conditions are given below:

1.       Advisory Services- Preparation of Operational and Technical manuals, Technical surveys for selection of target Panchayats/ Wards. Assistance in the review, planning, implementation, preparation of tender documents, evaluation of tenders, O&M of civil structures, systemization of project experiences and lessons, and advice for overall project management.

2.     Services by Task - Site selection, design, cost estimation and monitoring of major civil works for soil and water/
rivulet management, other related tasks.

3.       Based on above the indicative personnel required (intermittently) are:-

Watershed Manager, Geologist, Topographic expert, Civil Engineers, GIS expert, Tender document specialist, evaluator etc. CAD operator, Office management team—Accountant, typist, driver etc.

4.       The consulting firm shall have at least 10 years experience in India in the field of integrated watershed management in general. The firm may supplement its personnel to meet the experience required for some of the specified tasks and services.

5.       Experience with the International donor funded projects (externally aided/ bilateral/ loan funded) will be preferred and firms having annual turnover of less than INR 50 million need not apply.

6.       As on 3^rd June 2006 , the firms barred from participating by International donors are not eligible to participate either individually or as part of consortium and would not be short listed.

7.       No other correspondence will be entertained by this office.  

             The firm having the experience and expertise in services and tasks specified above and fulfilling the required conditions may communicate its expression of interest (EOI) with profile/ details of the company/firm, place of registration, full time directors/ nationality etc and other supporting documents.  

Firms with experience and conditions as specified above and excellent track- record will be considered for short listing by the Himachal Pradesh Forest Department as per JBIC guidelines and norms.

The short listed firms will be invited to submit detailed consultancy proposals.  

Himachal Pradesh Forest Department reserves the right to reject any or all proposals without assigning any reason thereof.  

EOI should be submitted in sealed cover -containing 2 sets of all documents (original and duplicate) – super-scribed “EOI  for Consultancy Services for SWAN RIVER INTEGRATED WATERSHED MANAGEMENT PROJECT’  addressed to the ‘Chief Conservator of Forests (Projects), ARANYA BHAWAN, TALLAND SHIMLA, HP, INDIA -171 001”.
